According to the plan, Zhangjiakou will be built into a world-class super large-scale industrial cluster of big data, an innovation demonstration area for green data of national level, a manufacturing base for big data equipment of national level, and a pioneer area for big data innovation and application of national level, and build Zhangjiakou into a "Digital Highland of China".
According to the plan, by 2021, the number of big data servers in Zhangjiakou will exceed 1.5 million; by 2025, it will reach 5 million, with an enormous bearing capacity. The investment in big data and related industries will be over 200 billion. The big data will be vastly used in improving government administrative ability and driving economic development.

The plan is aimed at building a characteristic and efficient spatial layout for the land use, so that the big data industries will be well-placed and convenient to cooperate. “One line” means to locate the enterprises along the Beijing-zhangjiakou High-speed train line and Zhangjiakou-Shijiazhuang expressway; “three areas” to jointly build three functional areas of big data industries, namely, the functional area for big data storage in Highland of Zhangjiakou, the core functional area for big data R & D and application and manufacturing equipment in Zhangjikou Citycenter, start-ups and headquarters functional area in near-Beijing regions; “industrial parks” to cultivate a batch of efficient big data industrial parks around the three functional areas so to promote the development of industrial chains for big data core technology and cooperative development of well-placed relative industries.

Zhangjiakou is one of the most appropriate regions for the development of big data industry in China.
The first advantage is its location and resources. Zhangjiakou City is located at 40 NL. It is adjacent to the core metropolitan area of Beijing- Tianjin-Hebei Region. So it enjoys the natural advantages of low temperature, low humidity and good air quality. It is worth mentioning that in Bashang area the annual average temperature is lower than 2.6℃, which is ideal to naturally cool the data servers of high energy consumption, thus reduce the cost by about 40%. And the perennial dry climate is helpful to prolong the service life of the equipment. Therefore, it is the first choice to construct the large-scale data center in northern China.
The second is the coordinated development of Beijing, Tianjin and Hebei. After the completion of Beijing-Zhangjiakou high-speed railway, the commuting time from Zhangjiakou to Beijing will be shortened to 50 minutes.
