Hebei News Network, October 12 (reporter Fang Suju) Today, Digital Highland of China ---- a matchmaking fair exclusively for Zhangjiakou City ---- is held. For accelerating the creative and green development of the big data industries, ten measures have been issued. These measures are also helpful for improving the industrial chain, creating a super large green big data industry cluster of world class and a national pilot area for applying big data, thus building the “Digital Highland of China”. These ten measures are as following:
1. allocating special funds
The Municipal Government sets up the special funds for guiding big data industries. At the same time, it also draws social capital. By using the market power, the government will put the funds into introducing, cultivating, developing and strengthening big data enterprises, supporting the construction of big data projects and the big data trading center, promoting scientific and technological research and innovative application, and improving working and living environment to attract more talents.
2. attracting enterprises to settle in
Equipment manufacturing enterprises by using the big data, newly-introduced data centers (with CLF not higher than 0.19 and Power Usage Effectiveness not higher than 1.2), and headquarters for the enterprises ---- these enterprises will have the priority to get the construction land.
The enterprises will get full support if they strictly follow the land-using plan ----“one line, three areas, and industrial parks” (locate the enterprises along the Beijing-zhangjiakou High-speed train line and Zhangjiakou-Shijiazhuang expressway, specifically in Huailai Country, Xuanhua District, Jingkai District, Qiaodong District, and Zhangbei County; jointly build three functional areas of big data industries mainly in Zhangbei County, Zhangjiakou City Center, and Huailai County; be consistent with the city plan which focuses on Zhangbei Cloud computing base, Innovation Cluster Highland, digital industrial parks of Ice and Snow, Digital Valley to the north of Beijing, and Information security industrial park.)
The local government fully supports the data-centered projects in their power demand to see to it that the enterprises will settle down on time. All these will be done after scientifically analyzing the current condition of the grid and city plan, the voltage level of the projects, and also their power consumption capacity and time sequence.
The Municipal Bureau of Natural Resources and Planning will firstly arrange land use for building transformer substations. And this will be included in Spatial Planning of National Land in Zhangjiakou City.
For the enterprises which have registered in Zhangjiakou City and have put into operation, the government allows them to be brought into the “four party cooperation mechanism”, which means four parties ---- government, grid, power generating enterprises, and the power users ---- will collaborate in providing clean energy and reducing the power cost.
3.encouraging equipment manufacturing
The government will support the enterprises registered in Zhangjiakou City and manufacturing big data equipment such as servers, network equipment, mobile terminals, and various electromechanical supporting equipment in data center, such as power system, HVAC system, power supply system, weak current system and communication system. It will provide the support under the policy of “Ten measures to support the quick development of industrial economy”. To those equipment-manufacturing enterprises which are huge or enormously influential, the government will support them with special methods on the principle of “special case, specific solution”.
4.rewarding those who contribute more
If the service-providing enterprises ---- big data enterprises (institutions) registered in Zhangjiakou such as data center, data equipment manufacturing, big data technology and application services, call center and other enterprises ---- can generate an annual revenue of 20 million yuan, 100 million yuan, 500 million yuan, 2 billion yuan, 10 billion yuan or 20 billion yuan for the first time, they will be rewarded, at one time, 500,000 yuan, 1 million yuan, 2 million yuan, 5 million yuan, 10 million yuan and 20 million yuan respectively.
5.supporting innovation
The government will encourage well-known research institutions and large enterprises at home and abroad to set up big data innovation research and development platforms in Zhangjiakou; it will also provide fund support for the laboratories of national level, provincial level and other key labs, as well as the engineering research centers and enterprise technology centers, when they are finished.
The government will attract major scientific and technological achievements, produced in universities and scientific research institutes outside Zhangjiakou, to be introduced and transformed in Zhangjiakou, especially the core technologies concerning big-data related green power consumption, energy conservation and consumption reduction. If the projects can yield a revenue of 20 million yuan or generate a tax of 2 million Yuan a year, in the same year the government will award 200,000 Yuan for the project.
The government will support enterprises to creatively apply big data to other industries. For the typical or major model application projects which help improve the government affairs services, vigorous development of rural places, and development of leading industries, the government will support them to apply for various special funds of both national and provincial level. What’s more, the municipal government will give special funds; the amount will be up to 1 million yuan.
6.awards for providing standards
The government will support the big-data enterprises (institutions) to define standards for technology and products testing. It will provide funds for those which play a leading role in establishing or participating in establishing standards of international, national, provincial level or standards of the whole industry. This measure will promote the development of public services for testing and verifying products, ensuring quality, and standardizing the whole industry. For the public service platforms settled down in Zhangjiakou, the government will supply special support on the principle of “special case, specific solution”.
7. attracting talents
The government will attract talents of big data, so as to form a reasonable team for the development of big data industry. To be specific, the government will introduce 100 influential talents, support the innovation and their start-ups of 1000 high-level talents, and cultivate 1000 specialized talents in bid data. For those influential and high-level talents, if they can bring their technology and projects to Zhangjiakou and start their businesses here, the government will provide funds.
8. granting awards for being listed on the stock exchange
The government will support enterprises to become bigger and stronger. It will grant financial awards for those which are listed on the Main-Board at home and abroad, SME board, GEM, "New OTC Market", Shijiazhuang Stock Exchange main board, those that have been upgraded on the stock exchange, and those which have already been listed and will move into Zhangjiakou. For those listed on the Sci-Tech innovation board, the government will grant similar awards to those on the main board.
9. supporting financing
The local government will apply to its higher counterpart for funds to support relative industries, and give preferential treatment in the financial budget of the county government and the municipal government. The government will support financial businesses of big data industries, such as data storage tenancy, processing of the basic big data, data mining, Research Consulting, and other ones concerning mortgage, guarantee, evaluation of the data assets. In order to promote the data circulation, the government will support constructing the trade center for big data, at the same time regulating the data businesses. According to measure 4, it will also grant awards to support development of the enterprises. If the loan interest of those major projects or big data enterprises exceeds benchmark interest rate, the government will help pay the interest according to the principles of investment from the central government to the local government. But the amount can not be more than 1 million, with 50% coming from county (district) government and the other 50% from the municipal government.
10. compensating for the potential risks
The government will support the infrastructure constructions for telecom and big data by initiating a mechanism of Cooperative Construction and Sharing Results. For those which have participated in this mechanism and can not get any profits within two years in a row, the government will allocate special allowance, i.e. 3% of the while investment, and the amount will be not more than 5 million.
