The Forum will be hosted by Hong Jingyi, Deputy Secretary General of Chinese Institute of Electronics and Executive Deputy Director of China Committee of 100 of Digital Economy"China Committee of 100 Digital Economy Digital Transformation Summit" (Hereinafter referred to as "Summit")was successfully held during the "China International Digital Economy Expo" on October 11th , 2019. It is sponsored by the Ministry of Industry and Information Technology and the People's Government of Hebei Province, jointly organized by the Industry and Information Technology Department of Hebei Province and Chinese Institute of Electronics, and supported by China Committee of 100 Digital Economy.
With the theme of "Digital Driven, Integrated Development", the Summit had parts including leaders' speeches, keynote speeches, results release and dialogue. It invited authoritative experts, scholars and enterprise leaders to exchange ideas and theories and share practical cases. They put forward suggestions on the strategy of Hebei Province's digital economy development, focusing on the new direction and business models of digital economy frontier field. They grasped the important opportunity of information development and rode the wave of digital economy development.
Zhao Yide, deputy secretary of the Hebei Provincial Party Committee; Yang Xueshan, adjunct professor of Peking University and former Vice Minister of Ministry of Industry and Information Technology and director of Expert Committee of China Committee of 100 Digital Economy(CCDE); Gong Xiaofeng, Secretary and director of the party secretary of Industry and Information Technology Department of Hebei Province, attended the forum.

Zhao Yide, deputy secretary of Hebei provincial Party Committee, addressed the forum. He pointed out that the current digital economy has become an accelerator to promote the transformation of economic quality, kinetic energy and efficiency, and has become a new highland competed for by many countries. The Party Central Committee and the State Council attach great importance to the development of digital economy and make major decisions and plans to strengthen digitalization. Hebei Province firmly implements the decisions and plans by proceeding from the actual situation to seize the major development opportunities such as the coordinated development of the Beijing-Tianjin-Hebei region, the planning and development of Xiong’An New Area, and the hosting of the Beijing Winter Olympic Games. Based on that, the government has made a series of decisions and action plans about digital economic development. He stressed that the development of digital economy in Hebei Province is speeding up, the digital transformation of manufacturing industry is booming, and network collaborative manufacturing, personalized customization and servitization of manufacturing are accelerating in Hebei Province. He said that Hebei is in a critical period of digital economy development and hoped that experts and scholars as well as entrepreneurs at home and abroad made suggestions for the development of digital economy in Hebei, and jointly built a better Hebei.
In the keynote speech, Yang Xueshan, an adjunct professor of Peking University, former vice minister of Ministry of Industry and Information Technology, and director of the Experts Committee of CCDE, delivered a report entitled "promoting digital economy through integration". He pointed out that the benefits of digital dividends were in three aspects: first, ubiquitous low-cost infrastructure; second, ubiquitous low-cost digital processing capacity; third, the trend of 10 approaching zero marginal cost. He stressed that the essence of digital economy is an integrated economic form, and that digital economy must be truly integrated in the modernization process of various industries, so as to effectively promote the progress of industries like agriculture, service industry, manufacturing industry, construction industry and mining industry.
Liu Yunjie, member of the Chinese Academy of Engineering, director of the Science and Technology Committee of China Unicom, and deputy director of the expert committee of CCDE, gave a report entitled "opportunities for future network and 5g network". He pointed out that the development of Industrial Internet, holographic communication, 8K and VR brought forward a series of new requirements and challenges to the network. And the development trend of innovative technologies such as land-sea- air-and-space integrated network, network virtualization, deterministic network, edge computing, network artificial intelligence and open source are influencing and transforming the modern network industry form. He stressed that CENI can provide a basic environment for the innovation of the technologies related to the future network, B5G (Super 5 Generation Mobile Communication System) and 6G network, and is expected to become an opportunity for the development of China's network innovation.
Zheng Zhiming, academician of Chinese Academy of Sciences and professor of Beijing University of Aeronautics and Astronautics, gave a report entitled "dilemma and breakthrough of big data and artificial intelligence ". He reviewed the development of modern science, and proposed that in the post Newtonian era, the research focus was on the complex dynamic system with nonlinear, dynamic and random characteristics. Artificial intelligence (AI) is a technique combining statistics with dynamic linear learning method which is used to approximate the invariant set of nonlinear dynamic systems. He pointed out that precision intelligence is divided into three steps including mathematical representation based on observation data, system representation based on scientific data and behavior learning method based on system. He also introduced the application scenarios of precision intelligence in detail through the two cases of dark matter information recognition analysis and information global burst node analysis.
Nicolai Peitersen, executive chairman and co-founder of the future new factory, chief EU expert of China-EU urbanization leadership project, gave a report entitled "the operation mode of Internet of production in the era of digital economy". He pointed out that the Internet of production is a new concept, which links product definition, software service and Manufacturing as a Service (MaaS) together. It is a distributed, interoperable and open standard based system. It reduces the threshold of production and manufacturing. Through the distributed production system, the production capacity of enterprises will be greatly improved. In the future, it will be as convenient to establish a manufacturing enterprise through the Internet of production as it is to establish a software enterprise.
Chen Yubo, secretary of the Party committee and vice president of School of Economics and Management,Tsinghua University, director of Center for Internet Governance, Tsinghua University and director of the Experts Committee of CCDE, delivered a report entitled "Digital Transformation of Industries Driven by Digital Talents". He analyzed the overall situation of digital talents in China, industry distribution and flow as well as the regional flow trend of talent in key industries. He pointed out that the proportion of AI and blockchain talents in digital talents is increasing year by year while cloud computing and big data analysis talents shows a downward trend, and digital talents show a trend of aggregation in central cities such as Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, Chengdu.
Mads Vesterager Nielsen, general manager of China Denmark Chamber of Commerce, made a report entitled “Digital Marketing Platform of Danish Enterprises in China”. He shared the e-commerce cases of LEGO, DanishCrown and KopenhagenFur in China. He said that foreign enterprises do not fully known about China's e-commerce market and face challenges in many aspects. They should strengthen cooperation with the Chinese government and enterprises, establish an e-commerce structure framework, and create a mutually beneficial e-commerce environment.
In the later release of results, Li Ting, director of the research and consulting center of Chinese Institute of Electronics and Secretary General of CCDE, released the report entitled “Research and Judgment on the Trend and Direction of Global Industrial Digital Transformation” prepared by CCDE relying on the professional research team of Chinese Institute of Electronics. Based on the practical experience of leading enterprises at home and abroad, the report made a judgment on some respects of the global industrial digital transformation, including basic trend, problems, layout characteristics, typical models and main direction.
Li Dawei, founder and CEO of China Thinkers Bureau and member of the Executive Committee of CCDE, presided over the summit dialogue. Some participants had a full and warm discussion and exchange on the main topic of “Jointly Creating a New Ecology of Digital Transformation”, including Liu Qian, director and senior vice president of Glodon Science and Technology Co., Ltd., and member of the Executive Committee of CCDE; Du Yu, senior vice president of Yongyou Network Technology Co., Ltd., ;Yang Xuqing, chief technology officer of ISSTECH and general manager of ISSTECH; Wu Jian, vice president of Tsinghua Unigroup and president and chief executive officer of Unicloud; Zhou Chongyi, deputy general manager of CESEC; Zhao Yue, executive director and general manager of Unicom Big Data and chairman of Smart Steps(people listed in the order of the number of strokes in their surnames ).
The forum will follow the directives of President Xi Jinping on promoting the development of digital economy, cultivating new drivers of growth with information and promoting new development new drivers of growth. It actively responds to the decisions of the Party Central Committee and the State Council on developing digital economy, and to give full play to the resource gathering effect of CCDE as an international, excellent and characteristic exchange and cooperation platform. It invited authoritative experts, scholars and enterprise leaders in the field of digital economy to discuss the frontier trend of digital economy development and share the concepts of international and domestic industrial development. The forum is in line with the strategic deployment of Hebei CPC Committee and Hebei Provincial Government on the development of digital economy, which will effectively turn the digital economy into a new engine and power for Hebei to adjust its structure and transformation mode.
