"CCDE Digital Transformation Summit" (Hereinafter referred to as "Summit") was successfully held during the "China International Digital Economy Expo" on October 10th, 2019. It is sponsored by the Ministry of Industry and Information Technology and the People's Government of Hebei Province, and jointly organized by the Industry and Information Technology Department of Hebei Province and Chinese Institute of Electronics, and supported by China Committee of 100 Digital Economy. The conference focused on the development trend of global digital economy, the key development direction of China's digital economy, and the policy measures and suggestions for Hebei Province to speed up the cultivation and expansion of digital economy. It further explored new ideas and new models to vigorously promote the integration of real economy and digital economy so as to help Hebei achieve the high quality development.

Li Shunfu, deputy director of Information Technology and Software Services Department of Ministry of Industry and Information Technology, delivered a speech. He pointed out that the new generation information technology is booming, showing three characteristics: first, breakthrough application of information technology serves as the leading factor to drive the change of social productivity; second, digital technology is taken as the core input factor to improve the operation efficiency of social economy; third, the intelligent production is taken as the guide to build a modern industrial system. As the competent department of the information industry, Ministry of Industry and Information and Technology has closely focused on digital industrialization and industrial digitization, and achieved remarkable results. In the next step, the Ministry of Industry and Information Technology will adhere to the new development concept and closely follow the requirements of high-quality development, focusing on four aspects of work. First, adhere to the principle of keeping pace with the times and consolidate the new foundation of digital industry. Second, adhere to the leading role of innovation and explore the new driving force of digital economy. Third, adhere to openness and inclusiveness, and improve the new environment of digital governance. Fourth, adhere to the spirit of partnership and share the new dividend of digital development. The development of digital economy is a long-term strategic deployment of the Party Central Committee and the State Council. With the Belt and Road Initiative, the coordinated development of the Beijing-Tianjin-Hebei region, the strategic planning of the Xiong’An New Area, the preparation for the Winter Olympic Games and the establishment of the Free Trade Zone in Hebei, the potential of the development of digital economy in Hebei is enormous. We hope that we can seize the opportunity and strive to make contributions to the high-quality development of digital economy in Hebei Province and even in China.
In the speech session, Ni Guangnan, academician of the Chinese Academy of Engineering, researcher of Institute of Computing Technology Chinese Academy of Sciences, deputy director of the Special Committee of CCDE, delivered a report entitled "Meeting the new trend of open-source chips". He analyzed the development and challenges of processor chips, and believed that RISC-V instruction set is a new mode to reduce the IP cost of processor chips, and has great advantages in design, technology, market and management. Open-source chips mode is of great significance to break the monopoly of chip market, realize the independent control of chip and enhance the innovation ability of chip industry. He stressed that China has the largest technology R&D team and the largest market in the world, and is expected to lead the development of RISC-V, promoting RISC-V to become one of the world's mainstream processors.
Yin Hao, academician at the Chinese Academy of Sciences, researcher of System Engineering Research Institute of Academy of Military Sciences and deputy director of Special Committee of CCDE, gave a report entitled "5G helps the innovation and development of digital economy". He pointed out that human society was stepping into the intelligent era of all things interconnected, and reviewed the top ten development trends of global digital economy summarized by CCDE. He thought that in the field of digital economy, mobile Internet and Internet of things are the main driving forces of 5G development, which will promote the value reconstruction of traditional industries. He analyzed in detail the huge potential of 5G in new media, industrial control, differentiated Internet of things scenarios, information collection, Internet of Vehicles, telemedicine, smart agriculture, intelligent farming services, marine ranching and other application scenarios. He stressed that 5G would provide a new key infrastructure for the development of digital economy.
Sun Zhiyong, vice president of Gartner Global Research, delivered a report entitled "Planning a Digital Government in 2030". He proposed that under the influence of government control and artificial intelligence, the modes of public services provided by the government can be divided into integrated, forecasting, cooperative and commercial mode. Taking the reemployment of the unemployed as an example, he compared and analyzed the differences between the integrated and forecasting public service. Under the integrated mode, the government is fully responsible for the human-centered service delivery. The forecasting mode will assist in the building of data-driven government and help the government evolve into an intelligent platform to integrate and utilize ecosystem data. He believes that the scenario planning of digital government in the future will involve the integration of business and IT, service-based modular solutions, application of emerging technology capabilities, data exchange and analysis, intelligent services and network security.
In the exchange and discussion session, the leaders of domestic leading enterprises in digital economy, the founders of new and cutting-edge enterprises and other representatives at the meeting had a full and warm discussion and exchange. They focused on promoting the cultivation and development of digital industrial clusters, advancing the upgrading of digital transformation of industries, deepening the innovation of digital economic system and mechanism, and creating a talent highland of digital economy.

Yin Hongtao, chairman of ISSTECH and deputy director of the Executive Committee of CCDE, shared his opinions on the theme of "Digital City as a Platform-New Economic Development Mode Helps Shijiazhuang Develop in an Innovative, Green and Efficient Way ".
Tang Zhenming, executive director and senior vice president of Chinasoft International, shared his opinions on the theme of “Creating a Digital Talent Ecological Platform by combining Politics, Production and Learning”.
Liu Qian, director and senior vice president of Glodon Science and Technology Co., Ltd., and member of the Executive Committee of CCDE, shared his opinions on the theme "Digital Construction Promoted the Transformation and Upgrading of Construction Industry ".

The meeting thoroughly implemented the series of important statements made by President Xi Jinping in developing the digital economy. It accelerated the integration of the real economy and digital economy, promoted the transformation of new and old kinetic energy, cultivated new economic growth points, gathered resources for digital economic development of Hebei, and injected innovative kinetic energy.
