As of July 2021, among the 2.24 million AI related patent applications, the top three countries were China, the United States and Japan.

In particular, the current development of artificial intelligence technology such as large model and multi-modal needs a strong computing power cluster to meet. The national 14th five-year plan clearly proposes to "accelerate the construction of digital economy, digital society and digital government, and drive the transformation of production mode, lifestyle and governance mode with digital transformation as a whole". As an important part of the new infrastructure, the Artificial Intelligence Computing Center represented by the new computing power of artificial intelligence has become an intelligent base for the development of digital economy. It will accelerate the deep integration of intelligent technology and traditional industries and build a competitive digital industry cluster, which is of great significance to the transformation of industrial digitization and intelligence. Therefore, the construction of Artificial Intelligence Computing Center in suitable cities and the creation of "one city and one intelligence" has become the key to improving urban capacity.

Artificial Intelligence Computing Center is an important infrastructure for building a national new generation artificial intelligence innovation and development pilot area.
