Recently, National Development and Reform Commission, State Administration for Market Regulation, Office of the Central Cyberspace Affairs Commission, Ministry of Industry and Information Technology and other five departments jointly issued Several Opinions on Promoting the Standardized, Healthy and Sustainable Development of the Platform Economy (hereinafter referred to as the opinions). The opinions provide guidance on further promoting the standardized, healthy and sustainable development of the platform economy from perfecting the rules and systems, improving the regulatory capacity and level, optimizing the development environment, enhancing the innovation and development ability,enabling the transformation and development of the economy and relevant safeguard measures.
In terms of improving the regulatory capacity and level, the opinions proposed to explore the safety supervision of data and algorithms. It is important to earnestly implement the principles of legality, legitimacy and necessity of collecting and using personal information, and severely crack down on illegal acts such as platform enterprises collecting personal information and invoking personal information beyond their authority. It is essential to strictly control unnecessary data collection, and crack down on data abuse such as black market data trading and using big-data analysis to price products to the disadvantage of existing customers in accordance with laws and regulations. It is necessary to support third-party institutions to carry out algorithm evaluation, guide platform enterprises to improve the transparency and interpretability of algorithms, and promote algorithm fairness on the premise of strictly protecting trade secrets like algorithms. It is critical to seriously investigate and deal with the use of algorithms to falsify information content, spread negative and harmful information and vulgar and inferior content, traffic hijacking, false registered accounts and other illegal acts. It is significant to promote platform enterprises to deeply implement the network security level protection system, explore and carry out data security risk situation monitoring and notification, and establish an emergency response mechanism. The government agency should access and use personal information according to law in law enforcement activities to protect data security.
In terms of enhancing innovation and development capacity, the opinions proposed to support the platform to strengthen technological innovation. It is imperative to guide platform enterprises to give further play to the market and data advantages of the platform, actively carry out scientific and technological innovation and enhance their core competitiveness. It is requisite to encourage platform enterprises to continuously increase R & D investment intensity and accelerate technological R & D breakthroughs in artificial intelligence, cloud computing, blockchain, operating system, processor and other fields. It is required to encourage platform enterprises to accelerate the R & D and application of digital and green integration technology innovation, and promote the construction of zero carbon industrial chain and supply chain.
As for the transformation and development of the enabling economy, the opinions proposed to transform and upgrade the enabling manufacturing industry, promote the digital transformation of agriculture, and improve the consumption and creativity of the platform. The first is to enable the transformation and upgrading of manufacturing industry. Platform enterprises should be supported to enable production and manufacturing links, and develop new manufacturing modes such as production on demand, production based on sales and personalized customization with market and data advantages. We should encourage platform enterprises to strengthen cooperation with industry leading enterprises, improve their integrated digital production and operation capacity, promote the digital and intelligent upgrading of supply chain, and drive the overall digital transformation of traditional industries. We should explore and promote the cooperation between platform enterprises and industrial clusters, make up for the shortcomings of regional industrial transformation and development, and promote the improvement of regional industrial competitiveness. We should guide platform enterprises to actively participate in the industrial Internet innovation and development project, carry out key technology research and public platform cultivation, and push forward the construction of a multi-level and systematic industrial Internet platform system. We should further implement the inclusive action of "Migrating to Cloud, Using Digital Tools and Enabling Intelligence" and support small and medium-sized enterprises to gradually upgrade from data to management and business in the Cloud. We should implement the special action of digital empowerment of small and medium-sized enterprises, and encourage the promotion of the excellent practice of digitization, greening and intellectualization of traditional industries. The second is to promote the transformation of agricultural digitization. We should encourage platform enterprises to innovate and develop smart agriculture, promote the digitization of planting, animal husbandry, fishery and other fields, improve the digitization level of all links of the industrial chain such as agricultural production, processing, sales and logistics, improve the quality traceability system of agricultural products, and help realize the high quality and good price of agricultural products with branding and traceability. We should standardize the trading behavior of agricultural products and agricultural materials of platform enterprises. The residues of agricultural products and agricultural and veterinary drugs purchased and sold should not exceed the standard. We should not purchase and sell unqualified agricultural materials, effectively ensure the quality and safety of products, and support the purchase and sales of organic certified agricultural products. We should guide the layout of platform enterprises in rural areas, accelerate the development of rural e-commerce, and promote "Internet +" agricultural products out of villages and into cities. We should further guide the platform economy to enable the development of "agriculture, rural areas and farmers", accelerate the construction of rural credit information system, innovate the way of financial support for agriculture and rural areas by digital means, and cultivate new driving forces for comprehensively promoting rural revitalization. The third is to enhance the consumption and creativity of the platform. Platform enterprises should be encouraged to expand the "Internet +" consumption scenario. We should provide high-quality products and services, promote the popularization and application of smart products such as smart home, virtual reality and ultra-high definition video terminals, develop emerging retail methods such as intelligent shopping guide, intelligent replenishment and virtual experience, and promote applications such as telemedicine, online office and knowledge sharing. We should guide platform enterprises to carry out online promotion activities such as brand consumption and quality consumption, and cultivate new growth points of consumption. We should encourage platform enterprises to help optimize public services and improve the inclusive, convenient and personalized level of medical treatment, social security, employment and other service fields. Platform enterprises should be encouraged to provide barrier free services and enhance the convenience of the elderly, the disabled and other special groups to enjoy intelligent products and services. We should guide platform enterprises to carry out digital assistance and promote the improvement of digital technology and digital literacy.
