Recently, five departments including Development and Reform Commission of Hebei Province, Industry and Information Technology Department of Hebei Province and others jointly issued Several Policies on Breaking the Bottleneck Constraints to Promote the Healthy Development of Digital Economy. The policies point out that 17 measures in five aspects should be launched to further optimize the layout and construction of data centers in Hebei Province, crack the bottleneck constraints in the construction and operation of digital infrastructure, and speed up the pace of industrial digitization, and promote the healthy development of digital economy in Hebei province.
Strengthen the guarantee of factors in the planning and layout
The policies propose to strengthen the guarantee of data center energy and other elements in the planning layout, including six measures.
Support the intensive and large-scale development of data center. According to the implementation plan of the computing hub of the national integrated big data center collaborative innovation system and the deployment of Hebei provincial Party committee and People’s Government of Hebei Province, we shall optimize the layout of the data center, promote the construction of Zhangjiakou Data Center cluster so as to mainly undertake the migration and incremental overflow of Beijing data center.
Strengthen big data transmission channels and capacity-building. We shall actively strive for national support, optimize the communication network structure, accelerate the construction of direct connection networks between large and super large data centers in Zhangjiakou Data Center cluster, promote the establishment of direct connection channels between Zhangjiakou Data Center cluster and main urban areas like Beijing, Tianjin, Xiong'an New Area and Shijiazhuang, make layout to build new Internet switching centers so as to improve data transmission quality and achieve efficient interconnection between networks of different operators.
Give priority to ensuring energy consumption. Relevant Hebei provincial and municipal departments shall strengthen overall planning and give priority to ensuring the energy consumption demand for data center clusters in hub nodes and major platforms of digital economy. We shall improve the dual control mechanism of energy consumption, study and formulate specific measures to promote the new renewable energy consumption in the data center to be excluded from the total regional energy consumption within a certain period of time. We shall actively strive for national policy support. We shall strengthen the connection between energy development planning, power grid construction planning and the construction scheme of Zhangjiakou Data Center cluster and major digital economy platform.
Strengthen the guarantee of land and water supply. For the construction projects in Zhangjiakou Data Center cluster and major digital economy platforms, it is necessary to optimize the layout, scientifically select the site, and do well in connection with the land and space planning. For the super large and technologically advanced data center projects undertaken by domestic data center advantageous enterprises, we shall increase the supply of construction land and give priority to the demand for construction land. We shall optimize the allocation of water resources, give priority to water conservation, and study and formulate the water supply scheme and guarantee measures in Zhangjiakou Data Center cluster.
Support the green and low-carbon development of data centers. We shall encourage the data center enterprises to increase the proportion of renewable energy utilization through green power trading and subscription of renewable energy green power certificates, and give priority to supporting the new construction and expansion of data centers with renewable energy power supply of 50% or more. We shall support wind power and photovoltaic enterprises to carry out in-depth cooperation with data center enterprises, and explore and promote the new mode of data center participation in the integrated construction of "power supply, power grid, load and energy storage". By 2025, all large and super large stock data centers with PUE (power utilization efficiency = total power consumption of data center / power consumption of IT equipment in data center) of more than 1.3 will be vacated and shut down in accordance with the law.
Establish and improve the data center energy consumption supervision system. We shall explore the establishment of an online monitoring platform for the regional data center, carry out internal energy measurement review, and monitor PUE and WUE (water resource utilization efficiency = total water consumption of the data center / power consumption of IT equipment of the data center) in real time. We shall establish a regular and irregular evaluation mechanism for the operation of the data center to improve the contribution of the stock data center to the regional economy. We shall strengthen the professional evaluation of new construction approval, transformation optimization, energy consumption supervision and others.
Reduce digital infrastructure operating costs
The policy proposes to reduce the operation cost of digital infrastructure such as 5G base station and data center, including four measures.
Promote the conversion of power supply to direct power supply. We shall support qualified 5G base stations to convert power supply to direct power supply, and promote 5G base stations that meet the conditions of public transformer low-voltage direct power supply to complete direct power supply transformation. If it does not meet the conditions, it shall be promoted in an all-round way, and the transformation shall be carried out in time when the conditions are met. We shall support urban data centers, edge computing centers and supercomputing centers that meet the national standard A or international T4 construction standards to convert power supply to direct power supply. Power grid enterprises, communication operators and relevant units cooperate closely, formulate and improve specific methods and work processes, and comprehensively standardize the price increase in power transfer links.
Improve electricity price flexibility. The data center enterprises in the hub node data center cluster and the data center enterprises with more than 3,000 standard racks outside the cluster and PUE not higher than 1.35 can voluntarily choose to implement the two-part system or single system electricity price. The list of data center enterprises is provided by the relevant municipal government, and the development and reform department and the industry and information technology department coordinate the implementation of power grid enterprises. The qualified 5G base stations implement the peak valley electricity price according to the policy requirements.
Encourage enterprises to participate in power market transactions. Data center enterprises should be supported to purchase green power products from green power enterprises through direct transactions. Eligible 5G base stations will not be subject to the voltage level and power consumption restrictions, and will be included in the scope of market-oriented power transactions, with the amount of power consumed included in the market-oriented transactions in a package manner.
Promote the opening of social public resources. We shall establish cooperation and sharing mechanisms for public resources such as pipe corridors, towers and roofs, and explore diversified cooperation modes. The telecom operators entering the corridor shall pay fees to the construction and operation unit of the underground comprehensive pipe corridor, which shall be jointly negotiated and determined by the two according to the market-oriented principle to reduce the cost of communication pipeline. We shall promote the two-way opening and multi-purpose of communication towers and tower resources in power, municipal, transportation and other departments.
Strengthen the service guarantee of industrial digital transformation
The policies propose to strengthen the service guarantee of industrial digital transformation, including four measures.
Improve the public service capacity of digital transformation. We shall encourage all kinds of platforms and third-party institutions to provide development tools and public service platforms required for digital transformation for the majority of small, medium-sized and micro enterprises, carry out low-cost and low threshold services, and promote the digital transformation of small, medium-sized and micro enterprises. We shall encourage in-depth cooperation with basic telecom operators, carry out innovative research and application development based on "5G +", and implement a number of application demonstration projects in key fields such as industry, medical treatment, emergency and transportation. We shall support the construction of digital transformation service consulting institutions and regional digital service carriers, and enrich the digital service functions of various parks and characteristic towns.
Support the construction of digital transformation engineering research center. In the fields of iron and steel industry, chemical industry, automobile industry and county characteristic industrial clusters, we shall rely on leading enterprises, cooperate with domestic and foreign intelligent manufacturing benchmarking enterprises and well-known scientific research institutions to build a number of digital transformation engineering research centers, provide services for upstream and downstream enterprises of the industrial chain and small, medium and micro enterprises in the industry, and promote the new generation of information technologies such as big data and artificial intelligence to carry out all-round and all chain transformation of traditional industries.
Give backing to the construction of independent and open source ecology. We shall support the construction of open source communities, guide social capital to establish open source foundations, and improve the ability of open source foundations in intellectual property custody, project incubation and community operation. We shall support the introduction of open source software talents, cultivate several potential open source projects, encourage the construction of safe and reliable open source hosting platforms, and attract more developers to participate in community construction.
Strengthen digital development and network security. We shall focus on supporting the research and development of network security products and services in emerging fields such as 5G, cloud computing, industrial Internet, Internet of things and Internet of vehicles, and promote the deployment and application of advanced applicable products and services in government affairs, communications, industry, finance, transportation, radio and television, network audio-visual and others. We shall support the construction of service platforms in security protection and other fields, and build a number of network security industrial parks.
Cultivate and develop data element market
The policies propose to cultivate and develop the data element market.
Establish and improve data element market rules. We shall promote the openness and sharing of government data and promote the value of social data resources. We shall explore and establish a data trading mechanism to stimulate the vitality of data resources. We shall establish and improve the data classification and classification security protection system, improve the socialized data review mechanism, and strengthen the protection of government data, enterprise trade secrets and personal data. We shall study and formulate a punishment mechanism for violations of data application, and strengthen the management and punishment of data abuse and violations of personal privacy in accordance with the law and regulations.
Strengthen the construction of supervision mechanism and governance system
The policies propose to strengthen the construction of supervision mechanism and governance system, including two measures.
Improve the digital economy supervision system. We shall improve the regulatory system of market access and fair competition, strengthen the review of fair competition, innovate regulatory means and methods, build an all-round, multi-level and three-dimensional regulatory system, and realize the whole chain and all fields of supervision before, during and after the event. We shall build a digital economy monitoring platform, study and establish an index system that accurately reflects the development level and trend of digital economy in Hebei province, and continuously improve the assessment mechanism guided by healthy development.
Build a multi-party governance mechanism. We shall adhere to the governance principles of innovative development, inclusiveness and prudence, and establish a new governance model and mechanism with the participation and effective coordination of multiple subjects such as the government, industry organizations, Internet platform enterprises and the public. We shall promote all regulatory departments to establish a collaborative linkage mechanism and a joint risk early warning and disposal mechanism. We shall scientifically define the responsibilities and obligations of Internet platform enterprises and establish an industry self-discipline convention. We shall improve the digital literacy and skills of the whole people, guide the society to actively participate in digital governance, and improve the social supervision and reporting mechanism. We shall strengthen cyberspace governance, implement the national network security key information infrastructure and hierarchical protection system, and establish a multi-level, all-weather and all-round network security guarantee system.
