Where Is the Development Trend of the Internet of Vehicles Industry in the 14th Five-Year Plan Period?

With further integration and application of 5G, edge computing and other new technologies with intelligent networked vehicles, China's Internet of vehicles industry has made positive progress in many aspects, playing an active role in promoting the transformation and upgrading of traditional industries such as automobiles and transportation, and advancing the formation of new industrial agglomeration for the development of digital economy.

During the 14th five-year plan period, the Internet of vehicles will enter a new era of application deployment. According to The White Paper on Internet of Vehicles released by China Academy of Information and Communications Technology, the cross industry integration of China's Internet of vehicles industry drives the in-depth development of application deployment mode, and the Internet of vehicles industry shows a good development momentum in all aspects of "vehicle-road-cloud-network-map".

Policy support and Internet of vehicles accelerate landing

At present, the global Internet of vehicles industry ecology is constantly enriched and improved, and the penetration of Internet of vehicles is continuously strengthened. The penetration rate of new vehicles equipped with intelligent Internet connection function in the global market exceeds 45%. It is expected to reach nearly 60% of the market size by 2025.

China continues to promote the development of the Internet of vehicles industry, from the release of policies to the establishment of standards, and promote the healthy and orderly development of the Internet of vehicles. In 2020, the State Council issued The New Energy Vehicle Industry Development Plan (2021-2035), which promotes the deep integration of new energy vehicles with energy, transportation and information communication, coordinates to advance the construction of intelligent network facilities, and pushes forward the digital transformation and interconnection of road infrastructure such as traffic signs. Ministry of Industry and Information Technology issued The Notice on Promoting the Accelerated Development of 5G, which proposes to promote the coordinated development of "5G + Internet of vehicles", advance the integration of Internet of vehicles into the national new information infrastructure construction project, push forward the scale deployment of LET-V2X, and build a national leading area of Internet of vehicles. With the policy support, the new infrastructure of China's Internet of vehicles has been implemented rapidly and achieved initial results.

Since 2019, Ministry of Industry and Information Technology has successively approved Jiangsu (Wuxi), Tianjin (Xiqing), Hunan (Changsha) and Chongqing (Liangjiang New Area) to create a national Internet of vehicles pilot area and build "No. 1 expressway" project between Beijing and Shanghai. Ministry of Housing and Urban-Rural Development and Ministry of Industry and Information Technology jointly supported 16 cities such as Beijing, Shanghai, Guangzhou and Wuhan and others to become pilot cities for the coordinated development of smart city infrastructure and smart connected vehicles. Up to now, China has deployed more than 4,000 sets of Internet of vehicles roadside communication infrastructure, including over 3,500 sets of key urban roads and over 500 sets of expressways. Meanwhile, China is actively promoting the deployment of roadside aware computing system and the improvement of 5G cellular network capacity in the key sections and typical scenes.

Safety is crucial for the development of the Internet of vehicles. China's Internet security laws and regulations will be issued to speed up the orderly development of China's Internet Security and intelligent vehicle network. The Network Security Law, The Data Security Law and The Personal Information Protection Law provide fundamental compliance for the network security work of relevant subjects of the Internet of vehicles such as automobiles, transportation and communications. The Notice on Strengthening the Network Security and Data Security of the Internet of Vehicles, Several Provisions on the Management of Automobile Data Security (Trial Implementation) and other laws and regulations, coordinate the development and security, and strengthen the management of the network security and data security of the Internet of vehicles and intelligent Internet connected vehicles.

Collaborative development and continuous extension of Internet of vehicles applications

At present, the connotation of Internet of vehicles is constantly enriched and the value space is constantly expanded. The application service system of Internet of vehicles is increasingly enriched, and the integration with automobile, transportation and other industries is accelerated. Internet of vehicles applications not only serve applications of intelligent Internet connected vehicle like assisted driving and high-level automatic driving, but also can effectively solve systematic engineering problems of traffic efficiency and urban governance. There is active innovation in the application of Internet of vehicles in urban road environment. Information service applications are popularized, and innovative development is realized under the empowerment of network technology. Intelligent driving applications accelerate penetration and are gradually coupled with the network system. Intelligent transportation applications continue to deepen and gradually derive new scenarios. The smart bus scenario application based on LTE-V2X in Changsha pilot area has realized commercial operation on smart bus lines 315, 3 and 9. The average travel time of line 315 has been optimized by 12.6% and the average travel speed has been increased by 14%.

In addition, Internet of vehicles applications are gradually expanding from serving individual users to production applications for enterprise users such as smart mines, smart ports and smart factories. Under the working conditions of specific areas, the scale of commercial use is accelerated, the applications of intelligent dispatching and remote monitoring of vehicle clusters based on Internet connection are relatively mature, and the applications of remote driving are also constantly verified. Bal Rishi Le open-pit coal mine has realized the application of automatic driving mine card, and the mobility rate of the automatic driving system in mining area is more than 96.7%. As of August 2021, the total marshalling operation is more than 50,000 kilometers. Today, Tianjin Port has invested nearly 80 self driving vehicles to realize intelligent task scheduling and path planning, and open up the "information channel" between operation system, shore bridge, track bridge and intelligent unlocking station.

China's automobile networking and intelligent coordinated development has entered a rapid development stage. Automobile manufacturers have launched L2 + assisted driving applications. FAW (First Automobile Works) Hongqi, GAC ( Guangzhou Automobile Group Co., Ltd.) AION and others released the C-V2X mass production models of the Internet of vehicles. The roadside fusion system with perception and computing as the core evolves towards the integration of hardware functions and the agility of construction and deployment, and the functional requirements show a hierarchical trend. The multi-level platforms of edge-region-center have been deployed in coordination, the core business has been gradually clarified, the multi-party roles have been promoted in coordination, and the industrial maturity has been continuously improved. Wireless and wired networking technologies coexist. The white paper shows that China already has the CV2X vehicle specification chip module of the Internet of vehicles with independent intellectual property rights, forming the international market competitiveness, and 5G infrastructure construction is at the forefront of the world.

The white paper suggests that we shall adhere to the strategic plan for the coordinated development of intelligence and Internet connectivity during the 14th five-year plan period. It is necessary to strengthen the collaborative cooperation among automobile, information and communication, transportation and other cross industries in terms of technology path, construction and operation, deepen the breakthrough of "vehicle-road-cloud-network-map" technology, speed up the construction and deployment of standardized infrastructure, accelerate the promotion of sustainable and reproducible application scenarios and the mining of value space, and build a solid foundation for communication security, data security and network security, promote the Internet of vehicles industry to enter a new era of application deployment.
