The Information Office of People’s Government of Hebei Province recently held a press conference to introduce The 14th Five-Year Plan for the Deep Integration of Informatization and Industrialization in Hebei Province.
The plan defines the development goal as: the deep integration of new generation information technologies such as Internet, big data, cloud computing and artificial intelligence with manufacturing industry will achieve remarkable results by 2025. The integration level of Informatization and Industrialization in Hebei province has entered the forefront of the second echelon in China. The proportion of comprehensive digitization of key business links of industrial enterprises has reached 50%. The intelligent manufacturing level of enterprises in key industries has been greatly improved. New models and new business forms are booming. Integrated development has become an important engine for the transformation and upgrading of traditional industries and the high-quality development of industrial economy.
Six tasks to promote the deep integration of informatization and industrialization
The plan proposes six main tasks including accelerating the innovative development of industrial Internet, promoting the application of new models and others.
The first is to accelerate the innovative development of industrial Internet and consolidate the new foundation of industrial digital transformation. We will focus on building four service support systems of industrial Internet: network, platform, artificial intelligence and information security. We will improve the industrial Internet network system, strengthen the construction of network infrastructure, carry out the demonstration application of "5G + industrial Internet", and strengthen the construction and promotion of industrial Internet identification and analysis system. We will cultivate a number of industry-level and regional industrial Internet platforms and build a "1 + 21" industrial Internet platform system. We will promote the in-depth application of artificial intelligence technology and improve the intelligence level of enterprises. In addition, we will improve the ability of industrial information security.
The second is to promote the application of the new model of industrial Internet and lead the new direction of industrial digital transformation. We will focus on developing six new application models, including personalized customization, platform design, intelligent manufacturing, networked collaboration, service extension and digital management, so as to promote industrial R & D innovation, cost reduction and efficiency increase, quality improvement and service transformation.
The third is to accelerate the digital transformation of enterprises and stimulate the new vitality of integrated development. We will mainly focus on improving the digital management and control ability of large group enterprises, promoting key enterprises in the industry to try first to form benchmark cases and scalable solutions, developing platform, standardized and modular digital services for small and medium-sized enterprises, cultivating and introducing a number of advantageous industrial Internet service enterprises, and promoting the integrated development of large and medium-sized enterprises and advance in small and medium-sized enterprises of specialization, refinement, differentiation, innovation.
The fourth is to promote the digital transformation of key industries and create a new driving force for the industrial economy. Focusing on the high-quality development needs and industry characteristics of the four major industries of raw materials, equipment manufacturing, consumer goods and electronic information, we will speed up the digital transformation process of the whole industrial chain and promote the overall improvement of the comprehensive benefits of the whole industry. By 2025, the proportion of comprehensive digitization of key business links of industrial enterprises will reach 50%, the numerical control rate of key processes of industrial enterprises will reach 63%, and the popularity of digital R & D and design tools will reach 72%.
The fifth is to push forward digital transformation in key areas and form a new engine for high-quality development. Focusing on green manufacturing, safe production and industrial clusters, we will vigorously promote the integrated application and mode innovation of the new generation of information technology in energy conservation and carbon reduction, safety supervision and cluster transformation, so as to provide support for solving the difficulties and pain points in the process of high-quality development.
The sixth is to build an integrated development ecology and create a good new environment for digital transformation. We will focus on promoting technological innovation, talent training, standard promotion and regional cooperation in industrial Internet and digital transformation. We will build an innovation platform, carry out collaborative research, push forward the transformation and industrialization of major scientific research achievements, and improve the technology supply capacity. We will adhere to the combination of introduction and training and the connection between industry and education, and cultivate a number of high-end compound talents. Enterprises should be encouraged to participate in the development of standards in the field of integration of industrialization and industrialization. We will continue to carry out the implementation and overall evaluation of the integration management system. We shall strengthen benchmarking exchanges with advanced regions such as Beijing and Tianjin, the Yangtze River Delta and the Pearl River Delta, make full use of Beijing and Tianjin innovation resources to accelerate the establishment of Beijing, Tianjin and Hebei Industrial Internet collaborative innovation demonstration area.
Eight major projects to ensure the completion of various tasks
The first is industrial Internet foundation construction project. In the large-scale group enterprises, industrial parks and industrial clusters, 10 pilot projects of industrial Internet + park will be built to enhance the level of network connectivity of manufacturing enterprises in the park, and create 100 5G intranet benchmarking enterprises to cultivate a number of typical application scenarios. We shall build a public service platform for industrial Internet in Hebei province and form a "1 + 21" industrial Internet platform system. By 2025, 150 industrial Internet platforms of all levels and types will be cultivated.
The second is industrial digitization of cultivating excellent and supporting powerful enterprises project. We will organize accurate assistance according to the development stage of enterprise informatization, promote the upgrading of enterprise informatization level, and establish a list of provincial top 100 enterprises integrating industrialization and industrialization. We will implement 1,000 key industrial Internet construction projects, form 100 industrial Internet benchmarking demonstration cases, improve the integration level of industrialization and industrialization of 10,000 industrial enterprises, strive to create a national industrial Internet pilot demonstration, and support advantageous enterprises to build "lighthouse factories".
The third is the 100,000 enterprises on the Internet Cloud project. We will optimize and adjust the cloud supply resource pool of enterprises in Hebei province, establish and improve the cloud localization service system of enterprises, build the cloud public service platform of enterprises in Hebei Province, realize the hierarchical and classified evaluation of cloud enterprises, and carry out the accurate matchmaking activities of enterprises on the cloud. By 2025, the number of cloud enterprises will exceed 100,000.
The fourth is the cultivation project of industrial Internet advantageous service enterprises. We will set up specialized technical service companies to provide services for industrial enterprises. Focusing on enterprises with big data, Internet of things, industrial software and others in small and medium-sized enterprises with specialization, refinement, differentiation, innovation, we will strengthen the promotion and support of enterprise products and solutions, improve the market share of enterprises and speed up the listing of enterprises. We shall carry out the action of "enterprises going home" and actively encourage information technology service subsidiaries established outside the province to return to Hebei for development.
The fifth is industrial e-commerce promotion project. We shall cultivate a number of industrial supply chain coordination platforms in key industries and build a digital map of the industrial chain. We will implement "Ji You Qian Pin" Hebei manufacturing online activity and promote 1,000 well-known industrial brands and 1,000 famous and high-quality industrial products in Hebei. We will establish Hebei provincial industrial e-commerce alliance and set up a number of industrial e-commerce training bases. By 2025, the penetration rate of industrial e-commerce will reach 60%.
The sixth is the digital transformation project of industrial clusters. We shall build 1-3 industrial Internet benchmarking factories in each key industrial cluster and promote a number of overall solutions for digital transformation. We will encourage industrial clusters to build regional industrial Internet platforms and guide cluster enterprises to go on cloud platforms.
The seventh is the construction project of Beijing, Tianjin, and Hebei Industrial Internet collaborative development demonstration area. We will strengthen cooperation and make matchmaking with Beijing and Tianjin in the field of industrial Internet, promote infrastructure connectivity, and guide the enrichment and development of advantageous resources of Beijing and Tianjin Industrial Internet in Hebei. By 2025, the Beijing, Tianjin and Hebei Industrial Internet collaborative development demonstration area will become a new highland of industrial Internet innovation and development with national influence.
The eighth is the project to improve the digital support capacity. We will accelerate the establishment of branches in Hebei by Beijing’s and Tianjin’s universities, institutes and universities under ministries and commissions, and research units of central enterprises, encourage the establishment of joint laboratories, training bases, application innovation centers and other service institutions, continue to do well in the evaluation of the integration level of industrialization and industrialization, achieve full coverage of the evaluation of over 10,000 industrial enterprises on a large scale, and accelerate the improvement of the industrial Internet security system, form a service support system covering levels of provinces, cities, counties and enterprises.
