Recently, the 14th Five-Year Plan for the High-quality Development of Manufacturing Industry in Hebei Province was released. According to the plan, Hebei will make every effort to build a "4 + 4 + 3 + N" industrial pattern during the 14th five-year plan period (2021-2025). The industrial pattern is to make the traditional advantageous industries of steel, equipment manufacturing, petrochemical and food better and stronger, strengthen the strategic emerging industries of new generation information technology, biomedicine, new energy and new materials, accelerate the development of high potential industries of emergency, passive ultra-low energy consumption buildings and rehabilitation aids, and prospectively layout future industries such as blockchain, terahertz, brain-like intelligence, quantum information, gene technology, future network, hydrogen energy and energy storage, synthetic biology and flexible electronics. By 2025, Hebei will form two-trillion-level (steel and equipment manufacturing), five 500 billion-level, two 300 billion-level and a number of 100 billion-level industries, and build several domestic competitive advanced manufacturing clusters.

In terms of developing the new generation information technology industry, Hebei will adhere to the main direction of intelligence, terminal and chain development, focus on accelerating the development of new display, semiconductor devices, modern communication, artificial intelligence, big data and Internet of things, software and information technology services, satellite navigation and other industries, and strengthen basic materials, key chips, high-end components sensors and other technical support, accelerate the breakthrough of key technologies in key fields such as new display, integrated circuit, 5G communication, industrial software and artificial intelligence, and consolidate the comparative advantages of advanced semiconductor materials and flexible display. Hebei will enhance the scale and market competitiveness of complete machines and terminal products, promote the integrated innovation and integrated application of technologies such as big data, cloud computing, Internet of things, artificial intelligence and blockchain, make industry leaders bigger and stronger, and focus on the construction of Xiongan Internet, Langfang new display, Shijiazhuang optoelectronics and navigation, Qinhuangdao software, Cangzhou intelligent Internet connected vehicle and semiconductor, Chengde big data, Huailai big data, Zhangbei cloud computing, Handan electronic materials, Xinji intelligent sensor, Zhengding digital economy and other industrial bases (parks), constantly promote the construction of Beijing-Tianjin-Hebei national big data comprehensive experimental zone, and create a new highland of big data, solar photovoltaic, advanced semiconductor materials and other industries with important domestic influence. By 2025, the leading ability of the new generation information technology industry will be further improved, and three 100 billion-level industrial clusters of photovoltaic, big data, software and information technology services will be formed. The operating revenue of the new generation of information technology industry in Hebei province will reach 500 billion Chinese yuan.
Hebei will develop high-efficiency photovoltaic equipment and support the R & D and industrialization of new photovoltaic power generation technologies such as passivated emitter and rear cell (PERC), new thin film, heterojunction and perovskite. It will push forward the R & D and production of key components such as high-efficiency battery production equipment, multi-functional integrated inverter and controller. The province will encourage the adoption of new technologies, new processes and new equipment to implement the digital and intelligent transformation of production process so as to get the improvement of photoelectric conversion efficiency of batteries and components and the betterment of product quality. Hebei will promote the upgrading of special equipment such as new high-efficiency laminator and single crystal furnace. The province will carry out pilot construction of intelligent photovoltaic applications in industrial parks, photovolatic agriculture, public facilities and other fields.
According to the plan, Hebei will advance the layout of cutting-edge science and technology and industrial transformation, such as blockchain, terahertz, brain-like intelligence, quantum information, gene technology, future network, hydrogen energy and energy storage, synthetic biology, cutting-edge new materials, wide band gap semiconductors and flexible electronics.
Specifically, in terms of blockchain, focusing on the construction of alliance chain and public chain, it is essential to establish an industry-university-research-innovation mechanism, advance the layout of blockchain technology R & D and testing, break through core underlying technologies such as encryption algorithm, consensus mechanism, smart contract, side chain and cross chain, and strive to solve the problems on and off the chain. It is important to promote the construction of independent blockchain open source community, platform and talent team to provide support for blockchain technology research and development. It is necessary to accelerate the application of blockchain technology in the fields of finance, logistics, poverty alleviation, medical treatment and food safety, effectively solve the problems of accurate identification, real-time data storage and information whole chain sharing, improve the information transparency and trust in the application field, and promote the healthy development of relevant industries.
In terahertz, terahertz source and detection technology based on solid-state electronics will be studied. The key technologies such as terahertz wireless communication system, high-speed networking and access based on terahertz carrier, terahertz micro RF module, terahertz array antenna and beam tracking will be made breakthrough. It is significant to promote the industrialization of terahertz high-power controllable transmitters and key components, and carry out the application of terahertz technology in quality testing, medical imaging, nondestructive testing, safety inspection, high-speed local communication, military security and other fields.
As for quantum communication, the research on quantum key distribution, quantum teleportation, quantum secure direct communication and quantum secret sharing technology will be supported.
