On Feb. 22, Opinion of the Central Committee of CPC and the State Council on Effectively Advancing the Key Tasks of Rural Revitalization in 2022 (No. 1 central document for 2022) unveiled. This is the 19th No.1 central document guiding the work of "agriculture, rural areas and farmers" since the 21st century.

The document consists of eight parts, including sparing no efforts to improve food production and supply of important agricultural products, strengthening the foundation support of modern agriculture, firmly holding the bottom line of preventing large-scale relapse into poverty, bolstering rural development with focus on industries, steadily promoting rural construction, highlighting practical effects on improving rural governance, increasing policy guarantee and institutional innovation, enhancing the party's overall leadership over the tasks of "agriculture, rural areas and farmers".

In terms of strengthening the basic support of modern agriculture, the document proposes to vigorously promote the tackling of key agricultural core technologies such as provenance technology. It stresses that we shall fully implement the Action Plan for Revitalization of Seed Industry, accelerate the promotion of the survey and collection of agricultural germplasm resources and strengthen precise identification and evaluation. Besides, we shall also push forward the construction of the national major innovation platform in the field of the seed industry. The document points out that major projects of agricultural biological breeding shall be launched, the program of tackling key and core technologies in agriculture shall be quickened, the open competition mechanism to select the best candidates and the linkage between the ministry and the province shall be practiced, and long-term R & D pilot projects shall be launched. In addition, the establishment of a modern agricultural industrial technology system will be strengthened. It also states that we shall carry out the pilot program of post-promotion subsidies for research and development of major varieties, implement the Seed Law and substantive derived variety system, strengthen the protection of intellectual property rights of the seed industry and severely crack down on illegal activities such as faking and infringement in accordance with the law.

The document emphasizes that the R & D and application level of agricultural machinery and equipment should be improved. We shall comprehensively sort out weaknesses, strengthen the collaborative research on the engineering of agricultural machinery and equipment, speed up the R & D and manufacturing of high-power machinery, small machinery for hilly and mountainous areas and horticultural facilities, and high-end intelligent machinery, which has been included in the national key R & D plans for long-term stable support. We will implement the subsidy policy for the purchase and application of agricultural machinery and optimize the payment method of subsidies. We will improve the performance evaluation mechanism of agricultural machinery, promote the input and output of subsidized machines and tools, optimize machines and subsidies, focus on supporting agricultural machinery such as grain drying, crawler operation, strip compound planting of corn and soybean, rapeseed harvest, and promote large-scale composite intelligent agricultural machinery. We will promote the upgrading of emission standards for new agricultural machinery and carry out the pilot of the integration of R & D, manufacturing, promotion and application of agricultural machinery.

The document emphasizes that we should firmly adhere to the two bottom lines of ensuring national food security and preventing large-scale relapse into poverty, focus on annual tasks and targeted measures and effectiveness orientation, give full play to the leading role of rural grass-roots party organizations, and do a solid and orderly job in rural development, rural construction and rural governance. We will make new progress in rural revitalization and promote new steps in agricultural and rural modernization.
