Beijing Tianjin Hebei hub plans to set up Zhangjiakou Data Center Cluster
Recently, National Development and Reform Commission, Cyberspace Administration of China and other two commissions jointly gave the reply and agreed to start the construction of a national hub node of the national integrated computing network in Beijing, Tianjin and Hebei (hereinafter referred to as the "Beijing-Tianjin-Hebei hub").
The four commissions pointed out that the Beijing-Tianjin-Hebei hub should give full play to the advantages of the region in terms of market, technology, talents and capital, develop high-density, energy-efficient and low-carbon data center clusters, improve the quality of data supply, and optimize the Internet between the East and the West in China and the direct network between hub nodes. The Beijing-Tianjin-Hebei hub will optimize the supply structure of the data center through cloud network collaboration and cloud edge collaboration, expand the space for computing power growth, and makes coordination and sustainability of large-scale computing power deployment and land, energy, water, electricity and other resources.
Beijing-Tianjin-Hebei hub plans to set up Zhangjiakou Data Center cluster. The starting areas of Zhangjiakou Data Center cluster are Huailai County, Zhangbei County and Xuanhua District of Zhangjiakou City. Around the data center cluster, we should pay close attention to optimizing the layout of computing power, actively undertake the real-time computing power needs of Beijing and other places, guide the warm and cold business to migrate to the west, and build a real-time computing power center radiating North China, Northeast China and even the whole country.
Zhangjiakou Data Center cluster will implement the requirements of ecological protection for the coordinated development of Beijing, Tianjin and Hebei, meet the development requirements of new data centers, give full play to the advantages of rich renewable energy, begin the construction of starting area as soon as possible and gradually implement key construction projects. In principle, the main body of the project construction is the backbone enterprises in the industry related to the data center, supporting the development of large and super large data centers. The construction content covers the construction of green and low-carbon data center, the improvement of network service quality, the efficient scheduling of computing power and the improvement of security capability. The project planning, site selection, capital and other conditions will be implemented.
Zhangjiakou Data Center cluster should pay close attention to the construction goal of the starting area: the average shelf rate of the data center should not be less than 65%. The power utilization efficiency index of the data center shall be controlled within 1.25, and the utilization rate of renewable energy will be significantly improved. The network shall realize dynamic monitoring and data network coordination, the service quality will be significantly improved, and the construction of supporting facilities such as electric power will be bolstered, which can meet the business needs of channeling more computing resources from the eastern areas to the less developed western regions with high quality. Many typical demonstration scenarios and applications of channeling more computing resources from the eastern areas to the less developed western regions shall be formed. Safety technologies, measures and means shall be planned, constructed and used simultaneously.
Beijing-Tianjin-Hebei hub should coordinate the internal and proposed data center projects in the region, and set a reasonable transition period to ensure stable and orderly development.
